It sounds like an ultra polite apology.
literally, 'I am extremely sorry/regretful'

Ack... can't remember what website I was looking at earlier... it was some kind of Japanese language page/tutorial on apologizing in Japanese...

Depending on how you use it, the first one can mean any of the following and more:
"I am truly sorry to hear that"
"That is very unfortunate."
"It is truly a disappointment"
Where as the other one is a very polite way of apologizing.
