There will be a SEUSKF tournament October 6th and a promotion test October 7th in Atlanta, GA.

Will there be a testing available at the AUSKF Summer Camp in Atlanta ... ummm... May/June timeframe?

That might be the quickest available spot.

There's also the Nabeshima Cup in Dallas on the weekend of April 22... testing that Sunday will probably be up to 3.dan...

I believe that the AUSKF summer camp in Atlanta is June 30th-July 1st.

within your own regional federation, yes.

to test at another federation requires the approval of your federation's president.
