Not that it really matters at this point at all, I just happened to notice this thread, but here is a bit of history to answer your question.

The Atlantic Kendo Association was created by the founder of the Dalhousie Kendo Club, ~1999. The intentions weren't really clear, but I believe it was an attempt to begin an "official" promotion of Kendo in the Maritimes by making some type of sub-federation of the CKF. There were attempts to obtain funding from the CKF to this end as well as to support the club directly.

This idea was rejected by the CKF, the funding and the association, for obvious reasons. The club's CKF membership was unfortunately "delayed" by the club founder, as were the ability to attend gradings (obviously) and to permission to attend other CKF clubs.

The notion of the Atlantic Kendo Association stayed around anyway, for a short time, in particular acting as a figure head of sorts in the planning and contacts for the Dalhousie Kendo Club's tour of European Kendo clubs in Romania, Italy, and a number of others. The association idea was buried soon after these preparations were underway.

The club became the Halifax Kendo Club, changed it's executive, and joined the CKF. The rest is, as they say, history. :)
