It does, but he's been claiming this for 40 years... He isn't stupid, he's a governor for crying out loud. He must, at least, have gone to college or uni. That mean that he has some education.
Then again, he is a politician :rolleyes:

An adult could technically get nidan within 1.5 years. Using Hyougo prefecture as an example, hypothetically this guy could be awarded ikkyu as soon as he joined a dojo, three months later test for shodan, and then test for nidan a year later.

For an adult, definitely. I passed shodan after six months. I never tested for ikkyu.

I had to really study and practice for my kyu test. I just got my 8-kyu ranking last week. :)
