could you tell any specific situations where this would happen ?

In principle, only when the daito is being used to supress the aite's shinai (e.g. ose-waza). Cuts with the shoto should be made with the arm fully extended. I believe this means that it is not for close-in, opportunistic cuts, but for deliberate and fully-committed ones.
This is my understanding as a shinpan, not as a nitoka.
