I just got a traditional shinai bag from kendostyle and it does not appear to have a tsuba pocket, is this normal

The tsuba go in the top, which then gets folded over and then tied down. This is pretty standard.

Ok, the picture doesn't show exactly the design of the bag, but I am assuming from the picture you have given that it is like this one http://www.kendostyle.com/highqualitytraditionalcottonshinaibagfor2shinai-p-19.html but nicer materials and fits three shinai.
So the whole for the shinai to go in is at the side of the bag about ten cm from the top right? So you put the shinais in and push them down into the bag. The tsuba go in the same hole, but push them up, into the little left over pocket at the top. Then fold this over, and tie it with the ribbons, as in the picture I have attached.

srry but no. the pic you attached is too small to see any details. Main question is which way does "pocket" fold over and which way do the strings loop around.

The 'pocket' folds away from the side that the strings are attached to, so that it lies flat against the other side. The strings are then taken one on each side around the outside of both the part with the shinais in and the pocket, (you can wrap them around several times if they are long enough) and then tied in a bow. Tsuba ends up below the bow, so that they can't fall out.
I tried to draw a picture... it turned out rather pathetic, and I can't upload it anyway, sorry.
Anyway, it doesn't really matter, as long as it is secure so they don't fall out, you can tie the strings however you want. Might be easiest to take it along to training and ask someone in you club to show you how they do it.

If you pulled the strings away from the rest of the bag after folding the top part down, would it wrap around the bag nicely? Nope. If you pulled the strings toward the rest of the bag, would you be able to tie it? Yep. The tension from the strings being tied around the rest of the bag is enough to close the tsuba pocket at the top of the bag. Alicia gave a good description of what to do. Think about it logically and, as still learning already said, it ain't rocket science.
