OK, in Iai there are a couple of federations/organizations around who cover Iai.
Maybe a silly question: Is there Kendo OUTSIDE the ZNKR? Well, there might be dojo around who are not affiliated with ZNKR but is there an other federation in Japan covering Kendo or is this really an absolute monopoly of ZNKR???

Nope, but it is affiliated to the FIK.
I have heard very few mumblings of "Kendo" in Japan outside of the ZNKR, but I have never seen it. So far ALL of the Kendo I have experienced in Japan has been in some way affiliated to the ZNKR.
To make it clear (as far as I understand) the ZNKR (the Zen Nihon Kendo Renmei - aka All Japan Kendo Federation) is only responsible for activities within Japan. The FIK (can't remember the acronym, think it is French or something but basically the International Kendo Federation) is the association for which 'legitimate' federations/associations belong to...
Having said that, it goes without saying that the ZNKR presumably holds a certain amount of power over the decisions made by the FIK.

Oops, I was only replying the first part of the question. Didn't see the "in Japan" part. Sorry.
Personally, I don't care much the politics...don't have to, yet.

I wouldnt be surprised if there were some dojo outthere somewhere which held out in japan which does "classical" kendo off on its own.
On a related question, are the police tournaments ZNKR authorized/affilliated?

There's the British Kendo Renmei who broke away from the BKA in the early 70s - I think you have to talk to some of the old timers to find out why. They're very big on stressing they do not do competition kendo.

there could potentially be totally 'legit kendo' being taught somewhere in japan but, for whatever reason (perhaps political, for example), they are no longer associated with ZNKR.

As anal as the Japanese are for always doing things in the "proper" and "procedural" way, especially when it comes to things that govern standards or legitimacy, I'd say it would be a red herring.
Not disagreeing with you though, but in my book, (which, admittedly, I make up as I go along) it's still shenanigans.

Probably says all that needs to be said about the Tokushima Budo Council...they do seem to throw around a bunch of very high ranks.
"The organisations, Tokushima Budo Council International and The Budo Council Of Europe, only came into being because of the vision of one man, namely the late Kancho Alfred Bates Judan Hanshi." a short quote starts me on my path to worry.
Now maybe I've got the wrong group because they don't list kendo amongst their 'disciplines' on that website.
In fairness the ranks listed for the head instructors of the various disciplines seem a bit more realistic.
