rules and regulations on an official tournament?

could any one give me some feedback on rules and regulations of competitions? specially about weather u can use nito or only a shoto and weather if u can strike with the shoto using a nito kamae? if you guys could tell me a place were i could find out this kind of information it would be very nice.

You can't use only a shoto, that becomes tankendo. You can strike with the shoto when doing nito, but the chances of it being given as a point are effectivley nil.
