I tested last year in New York City and was given sankyu. I didn't bother with the menjo, which seems to be a mistake at this point. I want to test for ikkyu in Cleveland. Do I need a menjo to prove that I am sankyu before I test for ikkyu? Or does my rank have no bearing on the rank that I'm testing for?

If your sensei has determined that you are eligible for ikkyu, I see no reason why you shouldn't be allowed to test for it. The people that I've seen going up for kyu ranks haven't needed to provide menjo. I believe, though, that if you were going up for a -dan, you'd have to provide proof.
Hope to see you at Cleveland!

Thanks for the reply... btw, do you know if there are any tentative dates for the Cleveland Tournament? Our dojo is definitely going to be there.

Not yet, but it's supposed to be in March. I've checked their website
www.csuohio.edu/kendo (http://www.csuohio.edu/kendo)
but haven't seen anything firm yet. I'm hoping to go to that one, too.
