1995 All Japan Champs?

I was looking at Akihito Abe's blog and find a list of all All Japan winners.
But the funny thing is that there are TWO references in 1995. One says Nishikawa won and the other says Ichida won. Can anyone explain this? I already tried A. Abe but didn't get an answer.
Anyone?
