You need a letter from your president in order to grade oversea's. I'm not sure if other federations could accept a letter from someone else? I can see a lot of refusals to grade.

You need to hold a passport or citizenship of the country you intend to represent for any fik or ekf international. There are a few exceptions but they are quite hard to get around.
