It is a translation (not a great one) from a Japanese manual. The writers realized that it was too expensive to publish, so they put it out for free on the net. I think the illegal copying refers to selling.
It's useful in that it shows in detail how to fold hakama, tie various knots, make a frakenshinai, etc. Trouble is printing it all out comes to over 50 A4 pages.

No there are some distortions on this end too.
Ive had this manual for ages, and I LOVE it!! All sorts of random stuff, like how to rethread the himo in your kote. Awesome stuff.
