    I only passed sandan a few months ago, so I'll admit that I'm not in the best place to say "this is what you should do."
    However, I feel that trying to do oji-waza just to show oji-waza is not a good idea. Lots of people end up waiting for their opponent to come rather than forcing the opponent's movement through seme.

    Otherwise, a sound plan.

    I second the last. If you try to wait for a Oji-waza this might be interpreted as a lack of Sen 「先」 (best translated as initiative) and I know one case where this was reason to fail someone for sandan.
    Using too much Shikake-waza (I mean here breaking opponents Kamae with Osae or Harai) might be taken as weakness in your own Kamae or lack of Seme, if you won't be able to score. Better to try to push yourself slowly into the center using Seme.
    Most people stick to Debana-Men, De-gote and Kote-Men-Nidan-waza. With this you are more or less on the safe site. For 2dan Shinsa I was still using some large motion backswing 「振り上げ」 for some of my attacks. As far as I was explained it is expected, but not for 3dan anymore.

    Sandan is "not such a low level" (a Nanadan Kyoshi said to me) and a certain amount oji waza is permissible, even desirable. In my Sandan shinsa I did two oji waza (Men Suriage Men and Kote Nuki Men). It's all about how you do it. The panel should be able see the difference between oji-waza through seme and just waiting.
