Any of the higher end bogu stores will be able to do a fair bit of customisation. The first thing you could look at is a lighter material for the mengane and reduce the weight further by using a wider stitching. A regular member whose name escapes me at the moment runs a store renowned for its customisation options, I'm sure someone will be able to link to it.

One problem though, if you decrease the weight of your men, you're going to increase the amount of force placed on your spine from men strikes. You're also slightly more likely to turn a misplaced tsuki into a full "under the armor and up into the throat" experience. I would recommend consulting your doctor and sensei extensively before stepping into bogu.

Edit: I think the store I was referring to is http://www.kendo-bogu.com/default.asp

Are you sure that a lighter men is going to solve the issue with your neck?

Ah yes, Miyako Kendogu; they're VERY good! I assume the name you're talking about is Andy Fisher?

Andy is no longer with Miyako. Like Paul, I'm not sure the weight of the men itself is the most important consideration here.
